Nope. Not surprising. What was mildly surprising was hearing the NPR types the other day being critical of this. From their perspective, funding a program that can only be expected to expand on a tax base that has historically shrunk and that we all want to continue shrinking is impractical. Which, of course, it is, in addition to the other problems with it.
